We know that all ships are being redone in V3, and one of it's main purposes it to facilitate custom skins and logo's.
Unfortunately the Navy color scheme is that ugly camo, so I suppose it should have had that all along.
On the bright side it looks like you will be able to change it soon.
Custom skins will likely cost more, one way or another.
Whether Custom Skins are available through the NeX or not really doesn't matter, you'll still be able to obtain them with ISK. To kill the enemy and break their toys!

While I agree that the Navy camo has always been... unfortunate, I would suggest you look over the other ships first. Most are simply outstanding now. To kill the enemy and break their toys!

Space sensors are reliant on a numbe of other things aside from photons. The most telltale is thermics and mass. Both are which current technology of the space shuttle can be SPOTTED and LOCKED onto from beyond pluto. Fast forward 400 years in space and paint schemes are even less senisble. Chances are they are based on thier army uniforms. Yes, which makes it more obviously some war game fantasy problems with the art people. I can see all of these camo patters on uniforms easily.
Something along the lines of a directive that states "If no other more effective camo pattern or paint scheme is available, all military assets will use the default standard camo pattern until further notice".
Since no other "more effective" paint scheme was available for star ships, as they are all equally ineffective, the standard directive has stood unchallenged for centuries.
Military experts are calling this SOP (Standard Operating Procedure).  To kill the enemy and break their toys!

The point of the story was that NO camo... of any color... would have ever been effective in space. Thus they got stuck with the old terrestrial military standby... awww never mind. Cute joke/story ruined when you have to explain it.
